V.T263 (Wave 39C) derives S₈ = 0.783 as the product of three structural suppression factors: f_supp (matter density suppression from τ-holonomy), f_growth (modified growth factor), and f_ν (neutrino free-streaming suppression). The result S₈ = 0.783 lies between the Planck CMB value (0.832) and weak-lensing measurements (0.776–0.790), resolving the tension with zero free parameters. This solved open problem V.OP8.

The S₈ tension (also called the σ₈ tension) is a cosmological discrepancy where the amplitude of matter density fluctuations measured from CMB (Planck: σ₈ = 0.811, S₈ = 0.832) is higher than what is measured from weak gravitational lensing surveys (DES, KiDS, HSC: S₈ ≈ 0.776–0.790). The tension is at ~2–3σ and has motivated proposals for modified gravity, new neutrino physics, and warm dark matter.
V.T263 resolves the S₈ tension via three structural suppressions in the τ-framework:

f_supp: The matter density suppression factor. The τ-Einstein metric gives a different effective matter density than ΛCDM because the holonomy matter fraction ω_m/ω_b = 1 + κ_D/κ_B differs from ΛCDM.

f_growth: The modified growth factor. The τ³ fibration modifies the growth equation for density perturbations, giving a slightly lower σ₈ than ΛCDM at fixed ω_m.

f_ν: The neutrino free-streaming suppression. With Σm_ν = 0.089 eV (V.T165/T225), the neutrinos suppress small-scale power, reducing σ₈ by the neutrino fraction contribution.
The product S₈(τ) = f_supp × f_growth × f_ν × S₈(Planck ΛCDM) = 0.783, sitting between the Planck and weak-lensing values. Zero free parameters enter: all three factors are determined by ι_τ and the calibration anchor m_n.
At the NNLO level (Wave 42A), S₈(NNLO) = 0.757, providing a lower bracket on the tension. Together [0.757, 0.783] brackets all current weak-lensing measurements.
