What Program owns

The Panta Rhei Research Program is an independent open research program dedicated to building a coherent theory of reality.

Program explains what kind of research object this is: the inquiry it stands in, who stewards it, what it is trying to build, what public status it claims, what it refuses to claim, and why its public form is an inspection observatory rather than a single persuasive essay.

Agenda states the obligations. Corpus shows the construction. Results presents consequences. Verify makes the work inspectable. Program is the identity and doctrine layer that makes those surfaces legible.

Program model

The claim is deliberately ambitious: a constrained kernel is used to build a coherent theory of reality through Agenda, Corpus, Results, and Verify. That scope is only meaningful if the program also exposes its constraints, methods, verification routes, and correction surfaces.

Public doctrine packages

For public readers, the Program doctrine is summarized through three public packages:

• Open Research – why high-scope open research needs inspection architecture before belief.
• Theory of Reality – what Panta Rhei means by a coherent theory of reality.
• Technical Blueprint – how the public observatory is implemented across the site and GitHub organization.

These packages are not proof of the theory. They are orientation and inspection artifacts.
