VII.T43 proves that free will and determinism are not in conflict in Category τ because they operate at different enrichment levels. Determinism is the property of E₁-level dynamics (physical causation is deterministic in τ via ρ-orbit). Free will is the branching capacity of E₂-level SelfDesc systems: at E₂, a self-modelling system can represent multiple ρ-orbit branches and choose between them. The apparent conflict is a confusion of scale (E₁ vs. E₂), not a genuine contradiction.

The free will vs. determinism debate is one of the oldest problems in philosophy. Compatibilism holds that free will and determinism are compatible; incompatibilism holds they are not. Libertarian views hold that free will requires indeterminism. Book VII dissolves the debate by showing it is a category error. At E₁ (physics), the τ-dynamics are deterministic: given an initial E₁-state, the ρ-orbit evolution is uniquely determined. This is the physical determinism claim. At E₂ (life, self-description), a SelfDesc system can model its own E₁ dynamics and represent branching possibilities in the model. The capacity to represent branches and to act on this representation (S1 self-model + S3 replication/selection capacity) is what VII.T43 calls free will: the branching capacity of an E₂-level SelfDesc system within its self-model. The branching is not indeterminism at E₁ — the actual physics is still deterministic. But the E₂-level system experiences choice because it represents the branches before the E₁-dynamics selects one. The free will vs. determinism debate arises when one confuses E₂-level branching (real, within the self-model) with E₁-level indeterminism (absent). Compatibilism is correct, but for the wrong reason: free will and determinism are not ‘compatible’ in the sense of both being true at the same level — they operate at different levels.
