V.R377 — OQ-C3 Status after Sprint 5A: CF Candidate Fails; Grid Optimum Found

OQ-C3 (derive neutrino sigma-exponents from first principles) status after Sprint 5A: (1) CF candidate (Delta_pq=14/13, Delta_pr=12/13) gives ratio 34.28, +52356 ppm from PDG 32.58 -- FAILS. (2) Grid scan finds (Delta_pq=1.16, Delta_pr=0.87) at +7.4 ppm -- tau-effective numerically (V.T175). (3) CF/13 asymmetric Betti candidate (3-1/13, 4, 2+1/13) gives ratio 26.10, -198721 ppm -- FAILS. (4) The grid optimum has no immediate CF/topological derivation. OQ-C3 remains open but numerically sharp. Next step: find structural reason for Delta_pq=1.16 and Delta_pr=0.87.
