IV.OP5 advances from 'framework only' to PARTIALLY RESOLVED. 2 τ-effective results: m_t at -1449 ppm (corrected, confinement-free), m_t/m_b at +99 ppm (sub-100 ppm, best quark prediction). 1 structural negative: Koide fails for quarks. m_u/m_d NLO at +29 ppm (ad hoc). Epstein: only t and d near integer CS. Full closure requires κ(C;n) mode-mixing mechanism.
