V.R298 — Precision of the neutrino prediction

The neutrino mass prediction m_3 approx 50.7 meV is a Level 0 spectral estimate. The exponent 15 is determined by spectral-gap structure, but the coefficient (depending on breathing-mode normalization on T^2) is uncertain at 2-3%. The experimental target approximately 49.5 meV agrees with tau's prediction to 2.5%. The prediction is conjectural, awaiting direct measurement.
