V.D40 — Cosmic Stack API

The Cosmic Stack API is the formal interface between Part I and Parts II-VIII: fixed inputs include arc-length time, three epochs, initial conditions, photon ontology, redshift-depth relation, readout functor, two constraint surfaces, and the Cosmic Stack; each subsequent Part has required outputs and scope targets.
