Cluster-Scale Screening Enhancement: 1+r/ell_tau for Coma (r_c=200 kpc, ell_tau=5.5 Mpc) gives 1.00004. At galaxy scales: 1.000002. Both essentially unity. The screening factor does NOT provide additional correction at cluster scales. Capacity mechanism shares MOND cluster problem.
