IV.R206 — No Past Hypothesis needed

The Structural Arrow of Time does not invoke any initial condition. Irreversibility comes from the structure of rho (no inverse), not from a low-entropy Past Hypothesis. In Boltzmann's framework the arrow is statistical; in tau it is algebraic and unconditional.
