A radiation mode is a persistent excitation r subset H_partial[omega] with degenerate fiber topology: the T^2 torus degenerates to S^1 with one direction collapsed. Photons and gravitons are radiation modes, massless because the collapsed fiber direction offers no resistance to base-shift.
